§ 32.18 RULES OF PROCEDURE. 
   (A)   All meetings of the City Council shall be open to the general public and shall have an agenda proposed for such meeting by the Mayor which agenda shall be amended as necessary and approved by Council.
   (B)   The City Clerk shall furnish each member of Council a copy of the minutes of the previous meeting at least two days prior to each regularly scheduled meeting.
   (C)   Robert's Rules of Order and Parliamentary Procedure shall govern all deliberations and debate by and before the City Council.
   (D)   The Mayor, with the approval of a majority of the Councilmembers present, may limit debate on any particular issue before the Council and may limit the amount of time in which a spectator may address the Council.
