(A) No person shall construct, install or alter any plumbing, sewerage or drainage system within the city without first having procured a building permit from the Building Inspector.
(B) All applications for building permits pursuant to division (A) above shall be accompanied by a plan of the proposed plumbing installation. No building permit shall be issued under this chapter until plans of the plumbing to be performed have been submitted to and approved by the Building Inspector.
