§ 31.34 CITY TREASURER.
   (A) Establishment; powers and duties. There is hereby established the office of City Treasurer. The Treasurer’s duties shall be that of receiving and safely keeping all moneys which come into his hands as City Treasurer. The Treasurer shall pay out these moneys on warrants, drafts or checks signed by one of the following individuals: the Mayor, the City Administrative Officer, the City Clerk, or the City Treasurer. The Treasurer shall make settlements when required by the City Council. (Ord. 1967-1, passed 1-16-67; Am. Ord. 2001-05, passed 8-29-01)
   (B)   Appointment. The City Treasurer shall be appointed by the Mayor with the approval of City Council pursuant to KRS 83A.080, and may be removed by the Mayor at will.
   (C)   Qualifications. The City Treasurer shall:
      (1)   Be graduated from an accredited college or university with a bachelor’s degree; and
      (2)   Either:
         (a)   Be a certified public accountant; or
         (b)   Have at least five years of accounting and finance experience, with at least one year of that prior experience with a municipality or county with a population of at least 3,500 residents.
   (D)   Bond. The City Treasurer shall be bonded in conformance with § 31.01(B). (Ord. 1968-4, passed 1-15-68; Am. Ord. 2001-05, passed 8-29-01)
   (E)   Oath. No person shall be appointed or act as the City Treasurer unless the person has taken the oath required by Section 228 of the Constitution of the Commonwealth of Kentucky.
   (F)   Compensation. Compensation shall be set by the City Council in the pay and classification plan.
