Whenever any motor vehicle without a driver is found parked or stopped in violation of any of the restrictions imposed by ordinance of this city or by state law, the police officer finding such vehicle shall take its registration number and may take any other information available which may identify its user, and shall conspicuously affix to the vehicle a notice or citation in writing on a form provided by the city, for the driver to answer to the charge against him at a place and at a time designated therein. The notice shall include the information set forth in KRS 82.610.
