§ 38.01 PURCHASING PROCEDURES; DISPOSITION OF SURPLUS PROPERTY.
   Subject to disapproval of the City Council, the Mayor shall promulgate procedures for the purchasing or acquisition by the city of supplies, equipment and services, and for the disposition of surplus property of the city.
