(A) Prior to issuing an encroachment permit, the applicant shall furnish a certificate of comprehensive general liability insurance in the minimum amount of $1,000,000. The city shall be included as an additional insured.
(B) Reasonable evidence of equivalent self-insurance coverage may be substituted by the applicant for the above certificate of insurance. Insurance under this section shall run continuously with the presence of the applicant's newsrack in city public rights-of-way, and any termination or lapse of such insurance shall be a violation of these regulations.
