In the event that any inexperienced recruit policeman is employed from time to time by the city, then and in that event the inexperienced recruit policeman shall serve or work a two-year recruit period. During the first two years of his recruit period, the policeman shall receive an annual salary which will be less than that paid a Policeman First Class with less than five years service. Also, any policeman first class with over five years experience shall be paid an additional sum per year.
