§ 115.14 REFUSAL OF PASSENGERS TO PAY CHARGE.

It shall be unlawful for any person, with intent to defraud the owner or operator of any public vehicle for hire, to engage carriage therein. Refusal to pay the lawful charge for the carriage, absconding without payment or offering to pay the charges shall be prima facie evidence of the intent to defraud.
