§ 32.01 MEMBERS; ELECTION, QUALIFICATIONS, COMPENSATION.
   (A)   Election; term of Office. Each Councilmember shall be elected at-large by the voters of the city at a regular election. A candidate for City Council shall be a resident of the city for not less than one year prior to his/her election. Terms of office begin on the first day of January following the election and shall be for two years.
   (B)   Qualifications.
      (1)   A member shall be at least 18 years of age, shall be a qualified voter in the city, and shall reside in the city throughout his/her term of office.

      (2)   No member of the Council shall be interested in any contract with the city, or be in arrears to the city for money collected or withheld without a settlement or quietus therefor. The absence of any of the qualifications, or the existence of any of the disqualifications provided for in this division shall render a person ineligible to be a member of the Council, and the Council shall so declare, and shall fill the vacancy.
