§ 110.09 DISTRIBUTION ON INHABITED PREMISES.
   No person licensed under the provisions of this subchapter, or any other person, shall distribute, deposit, place, throw, scatter, or cast any commercial or noncommercial handbill in or on any private premises which are inhabited, except by handing or transmitting the handbill directly to the owner, occupant, or any other person then present in or on the private premises. However, in case of inhabited private premises which are not posted as provided in this subchapter, the aforesaid licensed or other person, unless requested by anyone on the premises not to do so, may place or deposit the handbill in or on the inhabited private premises, if the handbill is placed or deposited so as to secure or prevent it from being blown or drifted about the premises or elsewhere, except that mailboxes may not be so used when prohibited by federal postal laws or regulations.
