§ 31.35 ESTABLISHMENT OF NONELECTED CITY OFFICES; JOB DESCRIPTIONS INCORPORATED BY REFERENCE.
   (A)   (1)   All nonelected city offices shall be created by ordinance which shall specify:
         (a)   Title of office;
         (b)   Powers and duties of office;
         (c)   Oath of office;
         (d)   Bond, if required; and
         (e)   Compensation, which may be specifically established or set by reference to another ordinance in which the compensation is specifically established.
      (2)   With the exception of the Police Chief and all city police officers, all nonelected city officers shall be appointed by the Mayor with approval of City Council. The Police Chief and all city police officers shall be appointed by the Mayor at will and such appointments need not be approved by City Council.
      (3)   All nonelected officers may be removed by the Mayor at will unless otherwise provided by statute or ordinance.
      (4)   The following are nonelected city offices:
         (a)   City Administrative Officer.
         (b)   City Attorney.
         (c)   City Clerk/Executive Secretary.
         (d)   City Treasurer/Director of Finance.
         (e)   Fire Chief.
         (f)   Police Chief.
         (g)   Director of General Services.
   (B)   The job descriptions for the above-listed city officials shall be as set forth in the Personnel Policies adopted by reference in Chapter 38.
