(A) It shall be unlawful to obstruct any gutter so as to impede the passage of water flowing in the gutter in any alley, street, or thoroughfare in the city. (Ord. 580, passed 8-4-41)
(B) The construction or maintenance of planks, culverts, or other crossings over or in the gutter of any public street of the city is prohibited. All persons desiring to drive from any street of the city to private property shall construct and maintain a crossing over the gutter in such a manner as to leave the gutter open and unobstructed.
