§ 96.16 PERMIT REQUIRED TO MOOR.
   It is hereby declared to be unlawful and detrimental to the health, morals, security, and general welfare of the citizens of the city for any person, firm, or corporation to moor, maintain, or occupy, for a longer period than 24 hours, upon or near any river or stream or part thereof within the corporate limits of the city, any boat or watercraft of any kind, used as a residence or dwelling or occupied for any purpose by a human being or animal, unless the occupant, owner, or person in charge of the boat or watercraft shall have secured the permission in writing of the Zoning Administrator and the Chief of Police to moor, maintain, or occupy the boat or watercraft within the corporate limits of the city.
