§ 74.28 LICENSE PLATE.
   (A)   The Police Department upon issuing a bicycle license shall also issue a license plate bearing the license number assigned to the bicycle, in the name of the city.
   (B)   The Police Department shall cause the license plate to be firmly attached to the rear mudguard or frame of the bicycle for which issued in a position as to be plainly visible from the rear.
   (C)   No person shall remove a license plate from a bicycle except with a transfer of ownership or in the event the bicycle is dismantled and no longer operated on any street in this city.
