The imposition of the sewer user fee shall be discontinued by the city at such time when the city's obligation to the Sanitation District No. 1 of Campbell and Kenton Counties is fulfilled or when the City Administrative Officer determines, with approval of the Board of Council, that adequate revenue exists within said fund to fully retire all liabilities of the city related to the sanitary sewer system. The City Administrative Officer shall report to the Board of Council, annually, regarding all revenues, expenditures and ending balances associated with said fund.
