It shall be unlawful for any person, association of persons, firm, or corporation, or the owners or agents in charge of laying out subdivisions, to construct any sewer lines therein that are not in accordance with the specifications of the city on file in the City Building Inspector's office. It shall be unlawful to construct sewers so that connection with the city sewer system would be impracticable or impossible.
