(A) The owner of any real estate shall be responsible for the upkeep, maintenance and repair of all private sanitary sewer laterals in a satisfactory condition and their connection to the public sewer main.
(B) The City Building Inspector shall have the authority to inspect or cause to have inspected, any privately-owned sanitary sewer lateral. Inspection may include testing necessary to determine any need for repair and/or visual inspection of any repair performed. In all cases where the plumbing work is required to be inspected by the State Plumbing Inspector, the City Building Inspector may accept the report of inspection from the State Inspector. The State Plumbing Inspector shall furnish a written record of the inspection to the City Building Inspector on forms provided by the city.
(C) Whenever it is established that any privately-owned sewer lateral is inoperable or otherwise in need of repair, the City Building Inspector shall notify the owner of said property who shall cause all necessary repairs to be made to said private sewer lateral within seven calendar days from the date of notification by the Building Inspector. It shall be the additional responsibility of the owner to take any and all measures necessary to prevent damage to adjacent properties and/or hazard to health, safety, and welfare of the general public until such repairs are completed in accordance with the provisions of this section.
(D) Any repair ordered by the City Building Inspector shall be performed in full compliance with the standards and specifications as set forth in the Kentucky State Plumbing Code and other applicable regulations.
