Contracts shall be drawn or approved as to form by the city attorney and certified to, as to sufficiency of funds, by the officer or staff person charged with the responsibility of maintaining the city accounting system or checking for sufficient appropriations. The letting and making of such contracts are hereby vested in the city council, which in its discretion shall have the power to reject any or all bids.
