Sec. 2-71.  Emergency purchases.
   In the event of an apparent emergency which poses threats to the public health, safety, or welfare of the city or its citizens, and requires immediate purchase of supplies or contractual services, the city manager may temporarily suspend the requirements of this article.  The city manager or his/her designee, is authorized to purchase on the open market, at the lowest obtainable and best price, any necessary contractual services or supplies to address the emergency situation.
   A report of the circumstances of an emergency purchase, if over five thousand dollars ($5,000), will be filed with the city council by the city manager as soon as is reasonably possible after such purchase, and shall be entered into the council minutes.
