Prior to any purchase, it shall be determined by the department head or the appropriate finance personnel, that sufficient budgeted appropriations exist to cover any or all expenditures. Any recommendation memo to the city manager by the department head shall include this information along with the appropriate account number(s) from which the funds will be expended.
