Sec. 2-56.  Purchase of items equal to or over 2,500 but less than $5,000.
   All purchases of supplies, materials, services or equipment, costing two thousand five hundred dollars ($2,500) or over, but less than five thousand dollars ($5,000) may be made in the open market after soliciting competitive written quotes.  Quotes shall be solicited by telephone or direct mail requests to prospective vendors or through personal contact.  The names of each vendor submitting a written quotation and the date and amount of each quotation shall be recorded and available for public inspection. The purchase shall be awarded to the lowest responsible and responsive vendor.  A purchase memo containing the names of the vendors submitting quotes shall be completed.  The appropriate department head shall determine that an appropriation has been approved by the city council in the annual budget, or that funds are available through proper fund adjustments.  The purchase memo will then be forwarded to the purchasing officer for the processing of purchase order.
