Sec. 2-55.  Purchase of items equal to or over $500.00 but less than $2,500.00.
   All purchases equal to or over five hundred dollars ($500) and less than two thousand five hundred dollars ($2,500) may be purchased in the open market by a department head, or his/her designated representative, when the department head determines it is not economically feasible, nor necessarily appropriate, to buy the items in quantities that requires competitive bidding.  Generally, phone quotes from vendors are sufficient; written quotations are preferred if time permits.  Such purchases shall be made after it is confirmed as to the availability of funds by the appropriate department head, followed by the processing of a purchase order.
