Sec. 2-53. Powers and duties of purchasing officer.

   The following shall be the powers and duties of the purchasing officer:

   (1)   Endeavor to encourage and obtain as full and open competition as reasonably possible on all purchases and sales.

   (2)   Prescribe and maintain such forms as are reasonably necessary to the operation of this article.

   (3)   Act to procure for the city the highest quality in supplies and contractual service at the least expense to the city.
