The article applies to procurement of supplies, equipment, services, and construction by the City of Fremont. It shall apply to the expenditure of public funds for public purchasing irrespective of its source. When the procurement involves the expenditure of federal assistance or contract funds, the procurement shall be conducted in accordance with the federal law and regulations, which are not reflected in this article. Nothing in this article shall prevent any public agency from complying with the terms and conditions of any grant, files or bequests that are otherwise consistent with law.
