The purpose of this article is to provide a procedure for purchasing which allows for the fair and equitable treatment of all persons involved in public purchasing by the city, to maximize the purchasing value of public funds in procurement, and to provide safeguards for maintaining a procurement system of quality and integrity. Competitive prices for purchases and public improvements shall be obtained when reasonable and appropriate and the purchase made from, or the contract awarded to, the lowest responsible and responsive bidder.
