Sec. 2-21.  Establishment and Duties of Certain City Offices.
   The following city offices are established and shall have such duties as are set out in the Charter of the city.
   Assessor.
   Attorney.
   Clerk.
   Council.
   Manager.
   Mayor.
   Tax board of review.
   Treasurer.
