No dog shall be released from the pound unless the owner or person entitled to demand such dog shall present a current valid license and pay a fine of five dollars for the first offense and ten dollars for subsequent offenses and pay board fees for each day the dog is confined. Reasonable board fees shall be determined by the from time to time by resolution of the city council. However, owners of dogs confined for health reasons under sections 3-9 and 3-15 shall not be fined. (5-17-73, 11; 7-19-82)
