Sec. 3-6. Cruelty to animals; provisions of food, shelter, etc.

No person shall over work, torture, torment, deprive of necessary sustenance, cruelly beat, mutilate or cruelly kill any animal. Any person having custody of any animal shall provide such animal with proper food, drink, shelter or protection from the weather.
