No person shall damage, destroy, carry away, remove, deface or in any manner whatsoever molest or interfere with, unless authorized so to do by the city council any tools, implement, trucks, machinery, equipment or other personal property of any name or nature of the city or in its possession or under its jurisdiction or control wherever situated within or without the corporate limits of the city.
