Any person who is the owner, custodian, or possessor of a dog, cat, or other domestic animal, shall prevent such animal from being on property, public or private, not owned or possessed by such a person unless such person has in his (her) immediate possession, and promptly utilizes, an appropriate device for scooping excrement and shall dispose of same on the property of owner, custodian, or possessor, or dispose same through means hired by said owner, custodian, or possessor.
This section shall not be constructed in derogation of section 3-2 of the Fremont City Code.
This section shall not apply to a blind owner, custodian, or possessor of a seeing-eye dog.
