(A) Each user of the Fremont wastewater utility shall pay a deposit fee in the amount of $50 to the Fremont Clerk-Treasurer to ensure proper payment of charges incurred for wastewater collection services, prior to the initiation of services within the area served by the Fremont wastewater utility.
(B) Any outstanding fees for wastewater collection services may be debited against the deposit fee collected under this section. Any remaining funds held on deposit shall be returned to the utility user upon termination of service and payment of any outstanding balance.
