(A) To establish a feasible surveillance schedule, the following classes of major contributors are formed:

(B) The surveillance period will normally be for a period of 7 consecutive days, but can be of longer or shorter duration at the discretion of the Council or Superintendent.
(C) In cases where the surveillance period extends for a greater number of consecutive days than 7, the town shall have the prerogative of selecting the 7 consecutive days of its choice for establishing rates and charges as provided for in §§ 52.40 et seq.
(D) The charge for each surveillance survey shall be $20 per day with a maximum charge for 7 days of $140. The Council may adopt a schedule of lower, but not higher, surveillance fees and may waive surveillance fees in proper instances, particularly when surveillance is to detect or determine improper discharge found, the Council may nevertheless charge a minimum fee of $10.
(E) Where the industry has an ongoing pretreatment facility or system approved by the stateor by the Council, there will be no surveillance fee, unless the Council finds that the user having a pretreatment facility or system has repeatedly violated the effluent standards applicable to the user.
