§ 33.20 FINDINGS OF THE TOWN COUNCIL.
   Pursuant to the Housing Authorities Acts, as amended, the Town Council of the Town of Fremont, Indiana, upon due notice having held a public hearing whereat an opportunity to be heard was granted to all residents and taxpayers of the town to all other interested persons, having considered the testimony and evidence presented at a public hearing and their own personal knowledge of dwelling accommodations and need for a housing authority, Fremont, Indiana, finds, determines and declares that:
   (A)   Insanitary and unsafe inhabited dwelling accommodations exist in the Town of Fremont, Indiana;
   (B)   There is a shortage of safe and sanitary dwelling accommodations in the Town of Fremont, Indiana, available to persons of low income at rentals they can afford; and
   (C)   There is need for a housing authority to function in the Town of Fremont, Indiana.
