§ 32.38 DUTIES NOT GIVEN TO THE TOWN MANAGER.
   Any provision of I.C. 36-5-5-8 or these provisions notwithstanding, the Town Manager shall not have or be construed as having any authority to:
   (A)   Enter into or bind the town to any contract, except for purchases of materials or services of less than $500;
   (B)   Enter into or bind the town to any grant agreement;
   (C)   Negotiate for the extension of any utility line beyond the corporate limits of the town;
   (D)   Present to the Town Council any ordinance, other than routine re-zoning ordinances or appropriation ordinances, which has not been approved in writing or drafted by the Town Attorney; and
   (E)   Arrange for or recommend the award of any contract for the purchase of any equipment, service or construction without first receiving bids or soliciting quotes from more than 1 supplier.
