(A) The Town of Fremont Police Department and the Town Council of the Town of Fremont, Indiana, hereby adopts, accepts and approves the Town of Fremont Police Department BADGE Program, which guide is set out below and incorporated herein
(B) It shall establish guidelines of candidature for the Town of Fremont Police Department, as they exist and may hereafter be revised and amended.
(1) Background and evaluation for entry into program:
(a) Completed written application from candidate;
(b) Criminal background check of candidate;
(c) Executed liability waiver from candidate;
(d) Personal interview with Town Council and Police Department; and
(e) Vote for enrollment into program by Town Council.
(2) A 40-hour pre-basic and handgun training:
(a) Certificate of completion of 40-hour pre-basic training administered by Town of Fremont Police Department; and
(b) Completion of program in timely fashion as pre-determined by the trainer(s).
(3) Department reserve status:
(a) Written recommendation by Pre-Basic Training Instructor;
(b) Recommendation made to Town Council by Town Marshal;
(c) Vote for elevation to Second Class Officer status by Town Council;
(d) Begin training with Fremont Police Department Officer; and
(e) Work with all police officers for a minimum of 6 months or until recommendation by Police Chief to Town Council.
(4) Gradual incorporation into Police Department:
(a) Following favorable recommendation by Police Chief and approval of Town Council, candidate elevated to first class officer status;
(b) Candidate may work shifts alone;
(c) Candidate must continue necessary education requirements, comparable to or the same as other officers of first class officer status, as determined by Police Chief;
(d) As a full-time position may become available on the Town of Fremont Police Department, candidate will be placed on list of officers eligible for full-time status; and
(e) Candidate must complete semi-annual evaluation.
(5) Employment with Police Department:
(a) Candidate must fill out necessary paperwork and take initial action to apply for opening; and
(b) If selected for position, candidate must attend a 13-week training program administered by the Indiana Law Enforcement Academy.
