No permit is required for a person to place or keep commercial goods on or above a town sidewalk in the Central Business District for the following reasons or during the following times:
(A) On a temporary basis for loading or unloading;
(B) On a temporary basis on behalf of a non-profit organization;
(C) For goods being then currently held by a person in hand (for example, a waiter at a restaurant bringing food to guests at a sidewalk table); or
(D) During the Fremont Music Fest.
