§ 111.01 POLICIES FOR CIVIC, EDUCATION, COMMUNITY EVENTS.
   (A)   The town will offer reasonable assistance and temporarily close off streets without Town Council approval for funeral processions, to allow for orderly ingress and egress to and from civic, educational and other similar crowd gathering events, for parades pertaining to local school district events, and for fire trucks and other emergency vehicles.
   (B)   The town will offer reasonable assistance and temporarily close off streets with Town Council approval for community-sponsored street fairs, festivals and centennials where the primary purpose is to raise funds for non-profit community-centered projects of a charitable nature, educational events sponsored by the local associations or commercial promotions in the downtown areas at the request of a substantial majority of the downtown merchants.
   (C)   The town, upon Council approval, will offer reasonable assistance and temporarily close streets for other community events which do not involve the town in essentially private matters and are not likely to cause or result in actions injurious to the public health, safety and welfare. No action shall be taken upon requests until the Council has been apprised of the impacts of the request on state highways.
