(A) The Board shall serve in an advisory capacity to the Town Council.
(B) The purpose of the Board shall be to promote the responsible planting of trees on public and private property, public education about trees, promoting proper maintenance of trees, advocating trees within the town, and developing innovative and joint funding from a variety of sources.
(C) It shall be the responsibility of the Board to study, investigate, counsel, develop and/or update annually, and administer a written plan for the care, preservation, pruning, planting and replanting along streets and in other public areas. The plan will include a tree inventory to be conducted on a regular basis and updated as tree planting, maintenance and removals are done.
(D) The Board shall present the plan annually to the Town Council during the month of March of each year and upon their acceptance and approval shall constitute the official comprehensive town tree plan for the Town of Fremont.
(E) The Board, when requested by the Town Council, shall consider, investigate, make a finding, report and recommend upon any special matter of question coming within the scope of its work.
(F) The Board shall choose its own officers, make its own rules and regulations and keep minutes of its proceedings. A majority of the members shall be a quorum for the transaction of business. Board will follow the Open Door Policy and file with the Fremont Clerk-Treasurer the regular annual meeting schedule in December of the preceding year and all meetings are subject to 48-hour notice. The minutes of all meetings will be filed with Clerk-Treasurer as a matter of public record.
