(A) In the event that an abandoned vehicle is on private property, the town, upon being notified by the owner of the real property on which an abandoned vehicle has remained for a period of at least 72 hours, shall place notice upon said abandoned vehicle or parts.
(B) If after 72 hours the vehicle has not been removed, the town or person who owns or controls the private property may have the vehicle towed from the private property. The officer shall prepare a report with photographs of the abandoned vehicles or parts and otherwise follow the procedures provided above.
