(A) The town shall charge the owner of the abandoned vehicle or parts the actual cost of towing and the actual storage fee, which will accrue daily, plus any costs of disposition.
(B) The owner of the abandoned vehicle shall be responsible for paying the town all of the above fees, up to a maximum amount of $1,500, before recovering possession of the vehicle or parts from the town.
