An owner of real estate within the Town of Fremont or resident of the Town of Fremont may file a written complaint with the Clerk-Treasurer or Town Manager. The Town Manager shall investigate the complaint. If the Town Manager's investigation indicates that there is a violation of this subchapter significant enough to warrant enforcement, the Town Manager or Clerk-Treasurer will issue a notice to the owner in accordance with § 91.104. The Town may initiate an enforcement action on its own without a complaint being filed with the Clerk-Treasurer or Town Manger if the Town becomes aware of a violation of this subchapter which the Town believes is significant enough to warrant enforcement.
