Where at any time there shall be maintained, established or installed a privy, the privy shall be so constructed or built and maintained in a manner so as to meet the recommendations for construction and maintenance for sanitary privies as set forth by the Bureau of Sanitary Engineering of the State Board of Health, as may be amended from time to time.
