Any person constructing a new house or other building for occupancy, employment, recreation, industrial or commercial activity within the town and abutting any street, alley or easement in which there is now located a public sanitary or combined sewer, or along or across which there is access to a sewer, is hereby required at his or her expense to install suitable toilet facilities therein, and to connect to the sewer in accord with applicable ordinances and regulations, and shall not discharge sewage elsewhere than into the sewerage system, provided that the public sewer is within 100 feet of the property line.
