§ 52.13 PRETREATMENT OF WASTEWATER.
   (A)   Pretreatment facilities. Users shall provide wastewater treatment as necessary to comply with this chapter and shall achieve compliance with all categorical pretreatment standards, local limits, and any other required compliance standards set forth in this chapter within the time limitations specified by EPA, the state, or the Superintendent, whichever is more stringent. Any facilities necessary for compliance shall be provided, operated, and maintained at the user's expense. Detailed plans describing such facilities and operating procedures shall be submitted to the Superintendent for review, and shall be acceptable to the Superintendent before such facilities are constructed. The review of such plans and operating procedures shall in no way relieve the user from the responsibility of modifying such facilities as necessary to produce a discharge acceptable to the town under the provisions of this chapter.
   (B)   Restrictions on discharge. Whenever deemed necessary, the Superintendent may require users to restrict their discharge during peak flow periods, designate that certain wastewater be discharged only into specific sewers, relocate and/or consolidate points of discharge, separate sewage wastestreams from industrial wastestreams, and such other conditions as may be necessary to protect the town sewerage system and determine the user's compliance with the requirements of this chapter.
   (C)   Storage and flow-control facility. The Superintendent may require any discharging into the town sewerage system to install and maintain, on their property and at their expense, a suitable storage and flow-control facility to ensure equalization of flow. An individual wastewater discharge permit may be issued solely for flow equalization.
   (D)   Grease traps.
      (1)   Grease traps shall be maintained to meet concentration limits set forth in this chapter. Records for this maintenance must be kept and be available upon request of the Wastewater Superintendent, or his or her representative, upon inspection.
      (2)   New businesses that meet the requirements for the installation of a grease trap by the Wastewater Superintendent or Health Department shall install a grease trap and follow the rules herein and in this chapter. An existing business that incurs problems meeting the concentration limits of this chapter will be required to install a grease trap to meet the requirements of this chapter upon request of the Wastewater Superintendent.
      (3)   Grease traps shall be maintained to meet discharge requirements set forth in this chapter. Maintenance records shall be kept on file and made available to the Wastewater Superintendent, or his or her representative, upon request.
   (E)   Combustible gas detection meter. Users with the potential to discharge flammable substances may be required to install and maintain an approved combustible gas detection meter.
