305.10 PLACEMENT OF PAVEMENT SAFETY RISES IN ALLEYS; SPEED REDUCTION.
   Whenever the Safety-Service Director, upon recommendation of the City Engineer and upon consideration of all other information, determines that the particular conditions of a public alley result in the likelihood that motorists will frequently violate the normal speed limit and are not likely to be readily apprehended, and provided that he further finds that it is necessary in the interest of safety to reduce the speed limit to ten miles per hour and to erect pavement rises to discourage speeding, he shall have the authority to construct pavement rises in such alley at such location or locations to effectively discourage excessive speeding, provided the pavement rises are identified with yellow markings and are constructed to permit the safe passage of a motor vehicle at the speed of ten miles per hour, and provided suitable signs are posted to indicate the existence of the pavement rises and the speed limit of ten miles per hour. It shall thereafter be prima-facie unlawful to operate a motor vehicle at a speed exceeding ten miles per hour in such alley, and such reduced limit shall supersede that of alleys generally.
