Effective on and after May 18, 1995, vacancies in the position of Chief of Fire and Chief of Police will be filled in the following manner:
(a) A timed written examination produced and conducted by an outside consultant with a demonstrated ability to produce and conduct such promotional examinations will be used as one part of the selection process and constitute forty percent (40%) of the total composite score; and
(b) An assessment center conducted by an outside consultant with a demonstrated ability to produce assessment instruments and procedures will be used as one part of the selection process. Such assessment center shall comprise forty percent (40%) of the grade and shall consist of:
(1) An in-basket/out-basket exercise that simulates the paperwork that the position to be filled would be exposed to in the course of duties of the position; and
(2) A leaderless group discussion in which the candidates will be asked to discuss two or three relevant and contemporary problems; and
(3) A written problem solving exercise in which all candidates are provided with one or more problems and asked to prepare a written discussion within a limited time period; and
(c) The remaining twenty percent (20%) to be based upon efficiency and/or seniority in accordance with the Civil Service Rules of the City of Fremont, Ohio, as applied by the Civil Service Commission; and
(d) The Civil Service Commission is hereby authorized and directed to promulgate any procedural rules necessary to carry out the mandate of this section.
