The City Planning Commission shall elect its Chairman from among its appointive members. The term of the Chairman shall be for one year, with eligibility for re-election. The Commission shall adopt rules for the transaction of its business and its findings and determinations shall be public records. The Commission may appoint such employees and staff as it may deem necessary for its work and may contract for services and goods as it may require. The expenditures of the Commission shall be within the amounts appropriated for the purpose by Council, but nothing herein shall deny to the Commission the right to spend such sums as are received as gifts without the sums being charged against any appropriations made by Council.
