The City may contract with independent contractors to provide self-supporting instructional courses for members of the public on property under the jurisdiction of the City. Such contracts shall fix the fee to be paid by participants, the fee of the instructor and may authorize the instructor to receive the fees, retain his portion thereof and pay the balance into the Public Recreation Fund together with an accounting, in a form approved by the City Auditor.
