All applicants requiring action by this Council, such action not being limited to, but including, public hearings, the expenditure of legal fees, recording fees, engineering fees, shall henceforth bear the cost of such expenditures. The applicant shall prepay a nonrefundable fifty dollars ($50.00) and then be charged any additional costs above the fifty dollar ($50.00) minimum. Council shall have the authority to waive the payment of such costs. All money shall be paid to the Engineer's Office.
