(a) The Auditor of the City is directed to establish an account within the budget of the Police Department known as the Furtherance of Justice Account. The funds appropriated to this account shall be utilized to pay informants for necessary information related to criminal activities, make purchases of dangerous drugs, stolen property or contraband property as part of a criminal investigation and for other emergency needs related to major criminal cases. These funds shall not be utilized for the routine purchase of supplies or equipment which would normally be purchased through regular accounts.
(b) The Chief of Police shall be responsible for use of funds in this account and shall keep proper records and receipts and furnish such information to the Safety-Service Director and Auditor of the City and other authorities as might be necessary without revealing names of persons who would be placed in jeopardy or whose welfare would be endangered by the revelation of their names, or which might otherwise jeopardize the proper prosecution of any criminal cases arising out of the use of such funds.
